Every organization has to deal with operational risks, arising from the execution of a company’s primary business functions. In this paper, we describe a legal knowledge management system which helps users understand the meaning of legislative text and the relationship between norms. While much of the knowledge requires the input of legal experts, we focus in this article on NLP applications that semi-automate essential time-consuming and lower-skill tasks—classifying legal documents, identifying cross-references and legislative amendments, linking legal terms to the most (...) relevant definitions, and extracting key elements of legal provisions to facilitate clarity and advanced search options. The use of Natural Language Processing tools to semi-automate such tasks makes the proposal a realistic commercial prospect as it helps keep costs down while allowing greater coverage. (shrink)

Bioethical Proposals to Face Social and Ethical Problems Generated by Neglected Infectious Diseases Propostas bioéticas ante os problemas sociais e éticos que geram as doenças infecciosas desatendidas This review article appointed to the topic of Neglected Tropical Diseases, a group of 18 disabling pathologies, which are sometimes fatal, and often deforming, that prevail in the populations of Asia, Africa and the tropical areas of South America. We presented, categorized, and analyzed, through a bibliographical review, the elements that relate to these (...) diseases from the Universal Declaration of Bioethics and Human Rights, 2005, in terms of equality, justice and equity, the non-discrimination and stigmatization, social responsibility and health approach. Throughout the review, we concluded that the problem around NTDs is multifactorial and we propose solutions to mitigate and to attend the NTDs, from a perspective of focused bioethics around the dignity of the human person and the affected population. We proposed including bioethics in the debate about the care of the NTDs to analyze the problems and examine solutions through transdisciplinary research projects that involve collaborative and formative work among the affected communities, government entities, health professionals and veterinary sciences. BackgroundArtificial intelligence has been described as the “fourth industrial revolution” with transformative and global implications, including in healthcare, public health, and global health. AI approaches hold promise for improving health systems worldwide, as well as individual and population health outcomes. While AI may have potential for advancing health equity within and between countries, we must consider the ethical implications of its deployment in order to mitigate its potential harms, particularly for the most vulnerable. This scoping review addresses the following question: (...) What ethical issues have been identified in relation to AI in the field of health, including from a global health perspective?MethodsEight electronic databases were searched for peer reviewed and grey literature published before April 2018 using the concepts of health, ethics, and AI, and their related terms. Records were independently screened by two reviewers and were included if they reported on AI in relation to health and ethics and were written in the English language. Data was charted on a piloted data charting form, and a descriptive and thematic analysis was performed.ResultsUpon reviewing 12,722 articles, 103 met the predetermined inclusion criteria. The literature was primarily focused on the ethics of AI in health care, particularly on carer robots, diagnostics, and precision medicine, but was largely silent on ethics of AI in public and population health. The literature highlighted a number of common ethical concerns related to privacy, trust, accountability and responsibility, and bias. Largely missing from the literature was the ethics of AI in global health, particularly in the context of low- and middle-income countries.ConclusionsThe ethical issues surrounding AI in the field of health are both vast and complex. While AI holds the potential to improve health and health systems, our analysis suggests that its introduction should be approached with cautious optimism. The dearth of literature on the ethics of AI within LMICs, as well as in public health, also points to a critical need for further research into the ethical implications of AI within both global and public health, to ensure that its development and implementation is ethical for everyone, everywhere. Research Ethics Committees have the responsibility to protect the participants involved in researches and to guarantee the ethical behavior of researchers. In some institutions, such committees also review scientific projects of non-pharmaceutical areas, Public Health and Health Economics. Within this framework, the article analyzes what it means to be part of a Research Ethics Committee in a hospital or university based on personal experience as a community representative. By means of the convenience sampling technique, implemented in four Colombian cities that (...) have GCP-certified committees by INVIMA –National Institute for the Control of Medications and Food–, and by means of content analysis, based on fixed and emergent categories; the experience, perception, participation, representation, and ethical aspects are described as well as the learning process and personal contributions. Findings prove that representatives interviewed have been benefited by learning clinic and epidemiological aspects without necessarily being “experts in the community”. However, they seem not to recognize clearly the population they represent, which might lead these communities to being affected by certain particular studies. The article suggests to work on the minimal common elements that a community representative should possess to appropriately protect participants. (shrink)

In 1920 Bignone published an Italian translation of the writings and fragments of Epicurus in Laterza's library of Ancient and Mediaeval Philosophers which in many respects added to and improved upon Usener's classic collection, of Epicurea. He has since then zealously prosecuted these studies, and arrived at some very interesting conclusions which he has given out in two volumes published lately.1 His starting-point is the observation that the writings of Epicurus often have a polemical tone, and not only rebut the (...) accusations of adversaries who misinterpret the new doctrine, but are often directed also against those preceding philosophers who denied to pleasure a stable and certain nature on which a system of ethics could be based. Bignone has set himself the task of particularizing these anonymous predecessors, and thereby bringing the Epicurean polemic into more striking relief. I t was easy and safe to start from the standpoint that Epicurus in his rehabilitation of pleasure had to oppose Plato and the Platonists, but at what Platonists in particular did he take aim? In answering this question Bignone has been able to make use of recent Aristotelian studies, especially those of Jaeger, which have thrown much light on the first phase of the Stagirite's philosophy, of a purely Platonic inspiration. As is well known, some exoteric dialogues belong to this phase, such as the Eudemos, the Protrepticon, and On Philosophy, which have to a large extent disappeared, though it has been found possible to reconstruct a few scattered fragments of them. The great scholastic works which reveal the full independence and maturity of Aristotle's genius have eclipsed them in the memory of posterity. But originally there were only these dialogues, the only ones published, to make Aristotle's thought known to the public outside the peripatetic school. The scholastic writings on the other hand remained unknown until the time of Sulla. What wonder, then, if Epicurus, in combating Platonism, had in mind these dialogues, which give out the fundamental conceptions of Platonism in a more decisive and dogmatic form than that of the Platonic dialogues? Of late years, even in Italy, no really new personalities or original orientations of thought have made their appearance in philosophy. The best that has been done in our studies consists in ample work consolidating the mental positions already gained during the prewar period, and in slow but unceasing efforts of philosophic thought to permeate the other strata of our culture. It is not paradoxical to affirm that to-day the best fruits of the renewed philosophic education are to be gathered (...) not in books of philosophy, but in books of literary and artistic criticism, of history, and of political and moral science. All this is not merely fortuitous, but proceeds directly and consciously from the trend of the new Italian philosophic thought, which shrinks from isolating itself in an intellectual and fictitious superworld, preferring on the contrary to be a living methodology of the sciences, and to give to its universals the relief and, I might almost say, the savour, of particular things. Originally published in 1921, this volume represents De Ruggiero's first appearance in English, being the first time his philosophical works were translated. Modern Philosophy presents a positive philosophical position of great interest, avowedly in continuation of Croce and in close agreement with Gentile, which sums up the progress of Italian idealism down to the writing of this book. It is a remarkable piece of historical work, focusing on the development of European philosophy in the second half of the nineteenth (...) century and the beginning of the twentieth, and was the first volume to comprehensively handle this time period. The axiomatic bases of Special Relativity Theory (SRT) are thoroughly re-examined from an operational point of view, with particular emphasis on the status of Einstein synchronization in the light of the possibility of arbitrary synchronization procedures in inertial reference frames. Once correctly and explicitly phrased, the principles of SRT allow for a wide range of “theories” that differ from the standard SRT only for the difference in the chosen synchronization procedures, but are wholly equivalent to SRT in predicting empirical facts. (...) This results in the introduction, in the full background of SRT, of a suitable synchronization gauge. A complete hierarchy of synchronization gauges is introduced and elucidated, ranging from the useful Selleri synchronization gauge (which should lead, according to Selleri, to a multiplicity of theories alternative to SRT) to the more general Mansouri–Sexl synchronization gauge and, finally, to the even more general Anderson–Vetharaniam–Stedman’s synchronization gauge. It is showed that all these gauges do not challenge the SRT, as claimed by Selleri, but simply lead to a number of formalisms which leave the geometrical structure of Minkowski spacetime unchanged. Several aspects of fundamental and applied interest related to the conventional aspect of the synchronization choice are discussed, encompassing the issue of the one-way velocity of light in inertial and rotating reference frames, the global positioning system (GPS)’s working, and the recasting of Maxwell equations in generic synchronizations. Finally, it is showed how the gauge freedom introduced in SRT can be exploited in order to give a clear explanation of the Sagnac effect for counter-propagating matter beams. (shrink)

The changes and general alarm of the current COVID-19 pandemic have amplified the sense of precariousness and vulnerability for family members who, in addition to the emotional trauma of the cancer diagnosis, add the distress and fear of the risks associated with infection. The primary objectives of the present study were to investigate the psychological impact of the COVID-19 pandemic on the parents of pediatric cancer patients, and the level of stress, anxiety, and the child’s quality of life perceived by (...) the parents during the COVID-19 epidemic. The parents of 45 consecutive children with solid and hematological tumors were enrolled. Four questionnaires were administered to the parents at the beginning of the pandemic lockdown. A 75% of parents exhibited remarkable levels of anxiety, with 60 subjects in state scale and 45 subjects in trait scale having scores that reached and exceeded the STAI-Y cut off. The bivariate matrix of correlation found a significant positive correlation between the IES-R and PSS scores. There was a positive correlation between the PSS and PedsQL scale and a negative correlation between IES-R and STAI-Y. The results confirm that parents of pediatric cancer patients have a high psychological risk for post-traumatic symptoms, high stress levels, and the presence of clinically significant levels of anxiety.
